Export Finance Australia and National Reconstruction Fund Corporation back critical rare earths and mineral sands venture.

Astron Limited (ASX: ATR) has announced a significant step forward in funding Phase 1 of its Donald Rare Earths and Mineral Sands Project with conditional approval from Export Finance Australia (EFA) and the National Reconstruction Fund Corporation (NRFC) for up to A$180 million in senior debt financing. This commitment forms part of a proposed A$200 million senior debt facility, moving towards a Q4 2026 final investment decision. Astron Limited is an Australian company involved in mineral sands processing, downstream product development, and the marketing and sales of zirconium and titanium related products. Its prime focus is the development of its large, long-life Donald Rare Earth and Mineral Sands Project in regional Victoria.

The proposed financing includes EFA’s Commercial Account providing up to A$70 million and the NRFC contributing up to A$110 million. Commercial lenders are expected to provide the remaining balance of the A$200 million term loan and a separate A$60 million bank guarantee facility. These approvals are subject to various conditions, including due diligence, securing remaining debt, final internal approvals, and executing definitive project documentation.

The Donald Project, a joint venture between Astron and US critical materials company Energy Fuels Inc., is located 300km northwest of Melbourne. It is set to produce a rare earth element concentrate (REEC) and a heavy mineral concentrate (HMC) of zircon and titanium dioxide minerals. Phase 1 has a projected 40-year life and will average 9,000 tonnes per annum of REEC and 225,000 tonnes per annum of HMC over its first five years. Energy Fuels will purchase the REEC, with Astron acquiring the HMC for downstream sales.

Astron Managing Director Tiger Brown remarked that conditional approval from EFA and NRFC is a major milestone. He expressed the company’s eagerness, alongside Energy Fuels, to finalise financing and proceed to a final investment decision. Discussions with commercial lenders are progressing, with an update anticipated this quarter.
