Concessional lending arm prices significant offering after critical U.S. regulatory exemption.

The World Bank’s International Development Association (IDA) has successfully priced a $3 billion Global Sustainable Development Bond, attracting nearly $8 billion in orders. The significant transaction, confirmed by a source familiar with the deal on Tuesday, underscores robust market demand for the development institution’s offerings. This bond is scheduled to settle on September 25, 2026, and will reach maturity on September 25, 2031, carrying a coupon rate of 4.875 per cent.

The International Development Association serves as the World Bank’s concessional lending arm, providing financial support to the world’s poorest countries. It aims to reduce poverty by offering grants and low-interest loans for programs that boost economic growth, reduce inequalities, and improve people’s living conditions. This particular bond issuance marks a notable milestone as it is IDA’s first U.S. dollar offering since receiving a crucial exemption from U.S. Securities and Exchange Commission (SEC) filing requirements.

The recent SEC exemption is a game-changer for IDA, aligning it with other multilateral development banks. This regulatory shift allows the organisation to access U.S. capital markets more cheaply and efficiently, significantly reducing the costs and complexities associated with raising funds. Bonds issued under such an exemption are treated as exempt securities under U.S. securities laws, streamlining registration processes. The transaction was jointly led by a syndicate of prominent financial institutions, including Bank of America, BMO Capital Markets, Citi, and JPMorgan.
